What is the process to become a Housing Choice Voucher (HCV) Landlord?
If a tenant approaches you about accepting a Housing Choice Voucher, there are four steps to follow.
Step 1: Screen the potential tenant based on the same criteria you use to screen any other tenant.
Step 2: Eligible participants of Housing Choice Vouchers will have an HCV packet in their possession for you to complete when they contact you that includes the following:
- Request for Tenancy Approval
- Tenancy Addendum
- Owners Certification
- Lead-Based Paint disclosure statement
- Request for Rental Change
In addition to the forms above, you will need to provide proof of ownership, a management agreement (if applicable), complete a W-9 and Direct Deposit form. Once all information is verified an inspection will be scheduled.
Step 3: We will inspect the unit to ensure that it meets HUD’s Housing Quality Standards. SMHA requests that the landlord be present at the initial inspection. The utilities must be on and the unit must be ready for occupancy. The inspector will discuss any repairs that may be necessary with you.
Step 4: After your unit passes inspection, and the amount of rent you are requesting has been approved by SMHA, you and the tenant enter into an initial lease. A copy of the lease is submitted to the housing authority and a Housing Assistance Payment Contract is executed.
