Section 3
Each year, the U.S. Department of Housing and Urban Development (HUD) invests billions of federal dollars into distressed communities across the country for projects that build and rehabilitate housing, improve a variety of infrastructures, build community centers, and help families achieve stability and advancement.
One way that HUD achieves these objectives is through the promotion and administration of Section 3. Section 3 is a provision of the HUD Act of 1968 and is found at 12 U.S.C. 1701u.
Recipients of HUD funds (i.e. grantees and contractors) ensure that “to the greatest extent feasible,” when certain HUD funds are used to assist housing and community development projects, preference for construction-related training, jobs, and contracting opportunities go to low- and very-low income people and to businesses that are owned by low- and very-low income persons or businesses that hire them. These opportunities are both gender and race neutral.
Section 3 – Resident Enrollment Information
What is Section 3?
The purpose of Section 3 of the Housing and Urban Development Act of 1968 is to foster local economic development, neighborhood economic improvement and individual self-sufficiency. As part of Section 3, SMHA seeks to connect public housing residents, HCVP participants, and other low-income individuals to employment opportunities in their area.
Who is Section 3 available to?
To qualify as a Section 3 resident you must meet one of the following standards below:
- Be a current Public Housing resident, HCVP participant, or a participant of another federally-assisted program.
- Live in the Clark County / Springfield, OH MSA or the Champaign County, OH area and certify that your household meets the Clark County / Springfield, OH MSA or Champaign County, OH low-income or very low-income limits established by HUD.
To become a registered Section 3 resident:
- Download & Submit the Section 3 Registration Form: SMHA Section 3 Registration Form
- Complete a separate form for each household member who wants to be registered as a Section 3 resident
- Keep contact information current by submitting any changes to Section3Program@smhaohio.gov
